Just conditions for going to war:
- Just cause (protection for external attack)
- Right Intention ( just cause & not
revenge or land acquisition)
- Proper authority and public declaration (traditionally
nations)
- Last resort (has all else been tried)
- Probability of success (can't cause suffering for futile
attempt)
- Proportionality (are possible benefits proportional to
harm inflicted)
Just conditions for conducting a war
- Discrimination (between civilians &
soldiers, though it's getting harder)
- Proportionality (force proportional to the just ends
sought)
- No means that are evil in themselves (no mass genocide, no
rape, no torture, no biological agents that can't be
controlled)

- Just cause for termination (apology, victims' rights
reinstated)
- Right intention (Prosecution of war crimes applied to all
not just the vanquished)
- Public declaration and legitimate authority
- Discrimination (Punish the elite responsible for
prosecuting the war & not the uninvolved citizens)
- Proportionality (No witch hunts, the vanquished do not
lose their rights
