Just conditions for going to war:

  • Just cause (protection for external attack)
  • Right Intention ( just cause & not revenge or land acquisition)
  • Proper authority and public declaration (traditionally nations)
  • Last resort (has all else been tried)
  • Probability of success (can't cause suffering for futile attempt)
  • Proportionality (are possible benefits proportional to harm inflicted)

Just conditions for conducting a war

  • Discrimination (between civilians & soldiers, though it's getting harder)
  • Proportionality (force proportional to the just ends sought)
  • No means that are evil in themselves (no mass genocide, no rape, no torture, no biological agents that can't be controlled)

Just Peace

  • Just cause for termination (apology, victims' rights reinstated)
  • Right intention (Prosecution of war crimes applied to all not just the vanquished)
  • Public declaration and legitimate authority
  • Discrimination (Punish the elite responsible for prosecuting the war & not the uninvolved citizens)
  • Proportionality (No witch hunts, the vanquished do not lose their rights
